Delhi Police to Auto-Register Cyber Fraud e-FIRs From Rs 1 Lakh Starting Nov. 1

Police say the change will speed recoveries through immediate preservation steps.

Overview

  • A circular signed by Commissioner Satish Golchha sets standard procedures effective November 1 for registration, investigation and verification of e-FIRs in financial cyber fraud cases.
  • Complaints of Rs 1 lakh or more made via the 1930 helpline or recorded at any of Delhi’s 225 police stations will auto-convert to e-FIRs through the CFCFRMS portal.
  • Victims can file at any police station regardless of jurisdiction using Integrated Help Desks, while “Series-2” complaints on cybercrime.gov.in will be taken up separately after verification.
  • Investigators must initiate lien marking, account freezing and digital evidence collection immediately, with complainants required to sign a printed FIR within 72 hours under BNSS 2023.
  • Cases are routed by value—Rs 1–25 lakh to district cyber police stations, Rs 25–50 lakh to Crime Branch, above Rs 50 lakh to IFSO—with police expecting monthly e-FIRs to rise to about 700–800 from 70–80, citing nearly Rs 1,000 crore defrauded in 2024 and improved fund-freezing rates.
