Authorities uncovered that victims across India made advance payments through QR codes tied to bank accounts opened with forged identities.

  • Delhi Police’s IFSO unit arrested 25-year-old Rishabh Gupta on June 11 and detained 35-year-old Kapil Tyagi days later following a March FIR.
  • The accused operated multiple fraudulent websites promoted through paid advertisements to mimic official HSRP booking portals.
  • Victims were instructed to pay advance fees of Rs 1,200–1,500 for counterfeit high-security plates that never arrived.
  • Payments were funneled through UPI QR codes linked to forged-identity bank accounts and rotated across mule accounts to evade detection.
  • Investigators recovered five mobile phones, a laptop, nine debit cards, a bank passbook and digital QR records and are tracing additional accomplices.
