Delhi Orders Private Schools to Form Fee Panels by Jan. 10 Under New Transparency Law

The order establishes a two-tier, time-bound review that includes parents, with undecided cases routed to district panels.

Overview

  • The Directorate of Education issued directions operationalising the 2025 fee-transparency Act and Rules for the 2025–26 session.
  • All private unaided schools must constitute School Level Fee Regulation Committees by January 10, 2026, and display the committee roster on their notice boards and websites.
  • Schools must submit proposed fee structures by January 25, and the SLFRC must decide within 30 days or the matter moves automatically to the District Level Fee Appellate Committee.
  • Each SLFRC comprises the management chair, principal, three teachers, five parents and one DoE nominee, with parent and teacher members chosen by a publicly announced draw of lots under observers, a one-parent-per-family rule, and ineligibility for EWS/DG/CWSN parents plus a waiting list requirement.
  • The DoE warned that delays or failures to meet these timelines will be treated as non-compliance inviting action, with this one-time accelerated schedule applying in 2025–26 before routine statutory timelines resume in 2026–27.
