Delhi Orders Citywide Fire-Safety Audit, Accelerates NOC Reforms After Goa Nightclub Tragedy

Citing widespread compliance gaps, the government is coupling stepped-up checks with a faster and more transparent fire certificate process.

Overview

  • MCD’s standing committee directed inspections of every hotel, restaurant and bar and set a five-day deadline for zone- and ward-wise lists detailing licences, seating permissions and safety compliance.
  • Chief Minister Rekha Gupta held a high-level review and ordered action against violators while instructing the Delhi Fire Service to make NOC issuance transparent, streamlined and time-bound.
  • Officials were asked to identify procedural delays and propose simplified guidelines so genuine applicants are not subjected to repeated visits or unclear rules.
  • Under current norms, establishments of 90 square metres or more must obtain a fire NOC via the unified licence portal with renewals every three years, industry representatives and officials said.
  • Delhi Fire Service data show only 52 hotels and 38 nightclubs hold valid fire-safety certificates; police and DFS teams are conducting joint inspections as the festive season nears, and Gurugram authorities issued parallel compliance appeals.
