Overview
- The Delhi government formally notified the permanent plan on Wednesday, July 1, 2026, which will automatically run each year from November 1 to February 28 with a tighter peak window from December 10 to January 20.
- All fuel stations in the city must refuse petrol, diesel, CNG or LPG to vehicles without a valid Pollution Under Control certificate year-round, with compliance checked by physical documents, ANPR cameras and the VAHAN database and penalties under the Environment (Protection) Act.
- From November 1 to January 31 non-Delhi vehicles below Bharat Stage VI emission norms will be barred from plying in the capital, with exemptions for CNG and electric vehicles and emergency services.
- To cut commuter trips the plan caps in-office attendance at 50% for government and private offices between November 1 and January 31, mandates staggered hours, and doubles authorised parking fees from November 1 to February 28 while exempting DMRC parking.
- The plan bans dust-generating demolition and outdoor construction in winter with a near-total halt from December 10 to January 20, requires anti-smog guns or mist systems at large sites by August 15, assigns responsibility to RWAs and contractors to stop open burning, and uses drone surveillance and assigned agencies for enforcement while allowing CAQM’s stricter GRAP measures to prevail if invoked.
