Overview
- The Delhi government, which notified the plan on Wednesday, made the measures permanent so they run every year from November 1 to February 28 unless changed by the state or superseded by CAQM GRAP.
- Fuel stations must refuse petrol, diesel, CNG or LPG to vehicles without a valid Pollution Under Control (PUCC) certificate and will verify papers using physical checks, ANPR cameras and the VAHAN database.
- From November 1 to January 31 each year, motor vehicles registered outside Delhi that do not meet BS‑VI standards will be barred from entering the city with narrow exemptions for CNG, electric and emergency vehicles.
- To cut trips, the plan caps office attendance at 50% between November 1 and January 31 with staggered timings, doubles authorised parking fees from November 1 to February 28 and mandates anti‑smog guns or mist systems for large buildings by August 15.
- Enforcement will use drone and ANPR surveillance and penalties under the Environment (Protection) Act including fines, environmental compensation, sealing and prosecution while the plan is justified by winter AQI data showing repeated 'Very Poor' to 'Severe' episodes.
