Delhi Lifts One-Year NOC Limit, Easing Transfer of Overage Vehicles Out of NCR

The administrative step responds to a backlog of stranded vehicles across the capital.

  • The government has put in abeyance a 2024 guideline that limited NOC applications to one year after registration expiry.
  • Owners of diesel vehicles over 10 years old and petrol vehicles over 15 years old can now seek NOCs regardless of when registration lapsed.
  • The move enables re-registration of such vehicles in other states outside the Delhi-NCR region.
  • Transport Minister Pankaj Kumar Singh said the prior cap created a logjam that left lakhs of vehicles neither scrapped nor moved, worsening pollution and congestion risks.
  • Officials say the change will help phase out older vehicles from Delhi’s roads and aligns with an August Supreme Court directive against coercive action, within existing NGT and Supreme Court environmental rulings.
