Delhi Lifts One-Year NOC Cap, Allowing Old Vehicles to Re-Register Outside NCR

Officials say the move removes stranded overage vehicles from the capital’s roads to cut pollution and congestion.

Overview

  • Owners of diesel vehicles over 10 years and petrol vehicles over 15 years can now obtain NOCs to re-register their vehicles in other states outside Delhi-NCR regardless of when registration expired.
  • The Transport Department has kept in abeyance a 2024 guideline that had restricted NOC applications to within one year of a vehicle’s registration expiry.
  • Officials say allowing lawful transfer out of Delhi will move deregistered vehicles off city roads rather than leaving them stranded.
  • Transport Minister Pankaj Kumar Singh said a one-year deadline created an unintended logjam for lakhs of vehicles and argued the change supports cleaner air and decongestion.
  • Since January 2022, Delhi has deregistered an estimated 50–60 lakh end-of-life vehicles, and the policy shift aligns with NGT and Supreme Court directions as well as the national vehicle scrappage effort.
