- Owners of diesel vehicles over 10 years and petrol vehicles over 15 years can now obtain NOCs to re-register their vehicles in other states outside Delhi-NCR regardless of when registration expired.

- Officials say allowing lawful transfer out of Delhi will move deregistered vehicles off city roads rather than leaving them stranded.
