Delhi High Court Quashes Lokpal Probe Into NPC Promotions Involving Defence Secretary Rajesh Kumar Singh

The bench ruled the complaint alleged procedural lapses, not offences under the Prevention of Corruption Act.

Overview

  • The Division Bench of Justices Anil Kshetarpal and Harish Vaidyanathan Shankar delivered the ruling on 28 November 2025.
  • The order sets aside the Lokpal’s notices and related orders under Complaint No. 162/2024, bringing the inquiry to an end.
  • The court held that allegations tied to the 28 March 2023 NPC promotions did not disclose corruption under the PC Act, placing the matter outside Lokpal jurisdiction.
  • A predecessor Bench had granted interim protection in March 2025 by staying the Lokpal’s 6 and 7 January notices and a 4 March order rejecting jurisdictional objections.
  • Petitioners also noted the promotions predated Rajesh Kumar Singh’s DPIIT tenure starting 21 April 2023; he later assumed charge as Defence Secretary on 1 November 2024.
