Delhi High Court Orders Overhaul of One Stop Centres for Women Survivors

The court has directed a full-scale resource and outreach push for OSCs to secure compliance by mid-October.

Overview

  • A bench of Chief Justice D K Upadhyay and Justice Tushar Rao Gedela ordered the Delhi government and police to advertise OSC services in two newspapers and display helpline signage at schools, hospitals, transit hubs and market places.
  • The court mandated immediate recruitment to fill counsellor and support staff vacancies, timely salary payments and infrastructure upgrades at all One Stop Centres.
  • Standard operating procedures for handling minor pregnancies and child marriage cases must be circulated to police personnel and OSC staff, with a designated nodal officer appointed to oversee implementation.
  • The directives respond to a June 24 Hindustan Times exposé and a petition by NGO Bachpan Bachao Andolan exposing staffing shortages, salary delays and underutilisation at OSCs.
  • A compliance hearing is scheduled for October 15, 2025 to assess the government’s progress on these orders.
