Delhi Government Orders CCTV Installation in Pharmacies to Curb Dual-Use Drug Diversion

The directive on Schedule H, H1 and X drugs mandates CCTV by July 31 with chemist bodies seeking legal clarity.

Overview

  • The Delhi Health Department directed All Chemist Association Delhi and the Retail Distribution Chemist Alliance to install CCTV cameras in every pharmacy by the end of the month.
  • The measure follows the 11th National Narcotics Coordination Portal meeting on July 18, which highlighted widespread noncompliance in dispensing Schedule H, H1 and X medications without prescriptions.
  • Authorities intend to work with the Narcotics Control Bureau, National Commission for Protection of Child Rights and Narco Coordination Centre to strengthen oversight and deter illegal diversion.
  • The Retail Distribution Chemist Alliance has formally requested clarification on whether the CCTV mandate is a binding legal requirement under the Drugs and Cosmetics Act or merely an advisory.
  • Officials say enhanced surveillance will help curb misuse of high-risk drugs such as codeine-based syrups, alprazolam tablets and tramadol capsules and protect minors.
