Delhi Formalises Coordinated Winter Pollution Measures With NCR Districts

The government says the plan will cut congestion-related emissions through synchronized traffic control, strict PUC checks, diversion of through-trucks to peripheral expressways.

Overview

  • The meeting led by Environment Minister Manjinder Singh Sirsa on Sunday, October 25, 2026, brought Delhi together with traffic chiefs from Noida, Faridabad, Gurugram, Sonipat and Bahadurgarh to operationalise joint winter measures.
  • Traffic movements will be synchronised and extra personnel will be posted at identified border and congestion-prone corridors to reduce idling and smooth vehicle flow.
  • Authorities will step up Pollution Under Control enforcement, stop and impound visibly polluting vehicles, and pursue maximum penalties while Delhi Traffic Police says it already issues about 10,000 challans a day.
  • Non-destined heavy trucks will be routed onto the Eastern and Western Peripheral Expressways under strict enforcement of Supreme Court directions, and only EV, CNG or BS‑VI diesel buses from outside Delhi will be allowed to operate in the region.
  • The plan is framed under the Graded Response Action Plan and CAQM directions and includes public information at border checkpoints, district-level enforcement teams and measures such as road sweeping and water sprinkling to cut dust emissions.
