Delhi Finalizes Aadhaar-Linked ‘Pink Saheli’ Card for Women’s Free Bus Travel With Launch Targeted After Jan. 14

Free rides will require an Aadhaar-verified smart card limited to Delhi residents aged 12 or above.

Overview

  • The transport department named Airtel Payments Bank and Muffin Payments Bank as issuers, with application counters to open at DM and SDM offices, bus depots and Jan Suvidha Kendras across the city.
  • Rollout is planned any time after January 14, 2026, replacing paper pink tickets with a tap on conductors’ electronic ticketing machines.
  • Eligibility requires an Aadhaar card with a Delhi address for girls and women aged 12 and older, which excludes NCR commuters without Delhi residency.
  • Two other card types are planned: a pass for multiple special categories and a prepaid general card needing full KYC, with an initial cost reported at about Rs 120.
  • Unresolved issues include where Aadhaar-linked data will be stored, who bears liability for breaches, and whether the general card will interoperate with the Delhi Metro.
