Delhi Extends Duty-Based Excise Regime to March 2026

The extension preserves state-run monopolies under fixed terms pending a new framework from the Chief Secretary’s committee

The last implemented excise policy (2021-22) was withdrawn following allegations of irregularities in September 2022.

Overview

  • The extension covers July 1, 2025, through March 31, 2026, under the duty-based model reinstated in September 2022
  • Licences across categories L-1, L-1F, and L-2 will be renewed on the same terms and conditions as in prior years
  • License holders face a pro-rata fee structure with a 25% surcharge for renewals made within 30–60 days and a 100% surcharge for any permit renewed after 60 days
  • Four government corporations—DSIIDC, DCCWS, DTTDC, and DSCSC—operate roughly 792 liquor shops across the city
  • A committee led by Chief Secretary Dharmendra Kumar is due to deliver a comprehensive new excise policy by the end of June
