Delhi Draft Voter Roll Drops One in Three After SIR

The omissions expose major digitisation gaps with a month-long claims window that could alter Delhi’s electorate before the final roll on November 4.

Overall, the draft roll contains 9,753,577 electors -- a 32.8% decline from the 14,510,299 names on the rolls as of June 20.

Overview

  • The Chief Electoral Officer published the draft roll, which was released on Monday, Aug 31, showing about 47.56–47.7 lakh names excluded from a total electorate of roughly 1.45 crore.
  • The draft contains roughly 97.5 lakh electors whose enumeration forms were received and digitised, a coverage rate of about 67.18 percent, while the rest were classed as uncollectable under ASDDO (Absent, Shifted, Dead, Duplicate and Others).
  • The CEO’s detailed breakdown shows about 43.32 lakh marked permanently shifted or absent, 2.82 lakh marked deceased, and 1.41 lakh flagged as duplicates or enrolled at multiple places.
  • Digitisation and exclusion rates vary sharply across constituencies with Rohini at about 83.4 percent digitisation and Tughlakabad at about 52.1 percent, and Booth Level Officers reported trouble linking many migrant households in areas such as Shaheen Bagh and Jasola Vihar to the earlier roll.
  • Those excluded can file Form 6 with prescribed ID and residence documents during the claims-and-objections window that runs until Sept 30, officials will issue notices and complete disposal by Oct 29, and the Election Commission will publish the final roll on Nov 4.
