Delhi Designates Banking, NBFC and Gas Supply as Public Utilities

A dedicated fourth Lok Adalat for banking, NBFC and gas supply cases is being created to offer faster, low-cost dispute resolution for Delhi consumers.

Overview

  • Lieutenant Governor V K Saxena approved the inclusion of banking, NBFC and gas supply as public utility services on July 29, 2025.
  • The Delhi State Legal Services Authority is finalizing a fourth Permanent Lok Adalat to hear disputes in the newly notified sectors.
  • Consumers can now resolve non-criminal disputes in these services through Lok Adalats, bypassing prolonged court litigation.
  • Permanent Lok Adalats may settle money-related public utility cases without mutual consent provided there are no criminal allegations.
  • The reform aims to ease court backlogs and deliver affordable, time-bound remedies for issues such as loan defaults, billing errors and service delays.
