Overview

  • Judicial Magistrate Bharti Beniwal summoned the DCP (Central) and Joint CP (Central Range) to identify every SHO, inspector and ACP involved from July 2007 until the FIR’s belated registration in 2016
  • The court highlighted that no FIR was filed initially despite a post-mortem showing ligature marks and head injuries and witness testimony that the victim was killed inside Mohan Hotel and dumped in a drain
  • It noted that the FIR registered in 2016 was treated as a formality, with police failing to interview witnesses or suspects even after formal registration
  • Officials have been directed to probe whether police inaction was wilful or aimed at shielding culprits and to initiate appropriate departmental or legal proceedings against those found negligent
  • The next hearing is set for August 2, when the court will review the officers’ compliance report and any accountability measures taken
