Delhi Assembly Rules Committee Approves Separate Secretariat and Financial Autonomy

Overview

  • The Rules Committee approved in principle on June 9 the creation of a standalone Delhi Assembly secretariat paired with financial autonomy.
  • Since 1993 the Assembly has relied on officers seconded from government departments, causing operational inefficiencies and limiting its functional independence.
  • Under Article 239AA(b) the panel may recommend amendments to the GNCTD Act, 1991 to transfer budgetary and staffing authority to the Assembly.
  • Advocates cite Articles 98 and 187 of the Constitution and a 2021 presiding officers conference resolution to justify parity with state legislatures and other Union Territory assemblies.
  • The committee will submit its formal report during the Monsoon Session, where lawmakers will debate the proposal in the House.
