Delhi Announces Winter Plan to Add 250 Temporary Shelters for Homeless From Nov. 15

Officials will use GPS tracking with a dedicated control room to coordinate nightly rescues, ensuring real-time oversight.

Overview

  • Running from November 15 to March 15, the plan supplements 197 existing shelters operated by DUSIB across the capital.
  • Authorities will set up 250 temporary sites at 120 locations to accommodate about 2,500 people, with scope to expand if needed.
  • A central control room, rescue teams and GPS-enabled vans will operate nightly from 10 p.m. to 4 a.m., supported by the Rain Basera and Night Shelter Inspection apps for reporting and live monitoring.
  • Agencies will be chosen through a quality-and-cost-based process to manage 24×7 operations covering cleanliness, maintenance, fire and electrical safety and security, with staff attendance recorded via Aadhaar-based biometrics.
  • Shelters will provide beds, bedding, electricity, mosquito control, water coolers and CCTV, with women and children’s centres linked to nearby Anganwadi services and oversight by the Supreme Court Monitoring Committee, JAAC and DUSIB inspections.
