Defence Ministry Extends ECHS Care to Cadets Disabled in Training, Waives Rs 1.2 Lakh Fee

The decision follows Supreme Court intervention prompted by media investigations.

  • Officer trainees medically boarded out for disabilities attributable to or aggravated by training will now be eligible to join the ex-servicemen health scheme.
  • Benefits include free OPD services at ECHS polyclinics and cashless OPD, IPD and diagnostic care at empanelled hospitals.
  • The approval covers past cases and will apply to future similar cases, with the one-time subscription fee of Rs 1.2 lakh waived for eligible cadets.
  • Access is an individual-only, special dispensation that requires application and acceptance of ECHS rules, and it excludes those enrolled in other government health schemes.
  • Roughly 500 cadets have been discharged with disabilities since 1985, with 10–20 cases annually, and the Supreme Court will review broader support proposals at a September 4 hearing.
