Overview

  • An impostor used AI to create a fake Signal account in mid-June, cloning Rubio’s voice and writing style to send text and voice messages.
  • The fraudulent “[email protected]” profile reached at least five officials, including three foreign ministers, a U.S. governor and a member of Congress.
  • A July 3 cable from Rubio’s office first disclosed the operation and urged reporting of similar deepfake attempts to the Bureau of Diplomatic Security.
  • The State Department has launched a formal investigation and circulated new Signal security protocols to all diplomatic posts while the perpetrator remains unidentified.
  • Digital forensics experts warn that just 15–20 seconds of audio can produce convincing voice clones, making encrypted channels vulnerable to low-barrier identity fraud.
