Decree Creates National Counterterrorism Center Under Argentina’s Intelligence Secretariat

The new body centralizes analysis to enable faster nationwide responses to terror threats.

  • The measure was formalized in Decree 717/2025, published Oct. 8 in the Official Gazette and signed by President Javier Milei and Chief of Cabinet Guillermo Francos, with SIDE tasked to provide staffing and budget support.
  • The Centro Nacional Antiterrorista will operate under SIDE and bring together representatives from Security, Defense, Foreign Affairs, Justice, UIF, ARCA, Criminal and Military Intelligence, and National Migration, among others.
  • SIDE will name the center’s strategic director while the Security Ministry will appoint the national operational director, activate protocols, and coordinate federal police and security forces across the country.
  • The mandate covers the full terrorism cycle from propaganda to execution, incorporates terrorist‑financing controls through the UIF, and empowers the center to request information, issue directives and protocols, form specialized committees, and sign cooperation agreements domestically and abroad.
  • Officials linked the launch to Oct. 7, the second anniversary of the Hamas attack in Israel, citing Argentina’s history of the 1992 Embassy of Israel and 1994 AMIA bombings and international recommendations to strengthen counter‑terror finance controls.
