Overview

  • The DEA announced Proyecto Portero to target cartel gatekeepers who control smuggling corridors and direct flows of fentanyl, methamphetamine and cocaine into the United States while moving weapons and bulk cash to Mexico.
  • The initiative features multi‑week training at a DEA border intelligence center that brings Mexican investigators together with U.S. law enforcement, prosecutors, defense officials and intelligence personnel.
  • The program is coordinated with the Homeland Security Task Force to apply a whole‑of‑government approach, according to the DEA and Administrator Terrance Cole.
  • President Claudia Sheinbaum said no operational agreement exists with the DEA, describing only a recent workshop in Texas for SSPC officers and stressing that any cooperation must be jointly announced and respect sovereignty.
  • Sheinbaum said a separate security pact with the U.S. Department of State is nearly ready for signature, as the rollout occurs in a period of intensified cooperation and political pressure reported in recent months.
