DDA Approves Delhi Master Plan 2047

Overview

• The Delhi Development Authority formally approved the Master Plan Delhi 2047 on Wednesday and has sent the plan to the Ministry of Housing and Urban Affairs for final approval and Gazette notification.
• The Authority adopted a uniform reconstruction and redevelopment policy that gives old DDA two‑storey dwelling units redevelopment rights comparable to vacant plots while requiring structural safety certification, compliance with building norms, and payment of conversion charges and betterment levies.
• DDA approved amendments to the Unified Building Bye‑Laws 2016 to speed building approvals by delinking prior no‑objection certificates from DPCC, CIF, DJB and the Forest Department while retaining technical compliance requirements.
• The Authority changed the land use of 19.63 hectares in Narela from recreational and public uses to transportation to enable a metro depot for the planned Rithala–Kundli corridor, but the extension and depot still need statutory clearances, technical work and funding decisions before construction.
• The shift of the master‑plan horizon from 2041 to 2047 aligns Delhi’s planning with the central government's Viksit Bharat 2047 goal and signals a push for transit‑oriented housing and greener floodplain rules, though the new rules only take legal effect after central notification and follow‑up approvals.
