D.C. Imposes Short-Term Juvenile Curfew After Halloween Melee as Police Record 18 First-Night Stops

The emergency order empowers the police chief to launch early curfew zones in four busy corridors and instructs officers to focus on escorting minors to safe locations.

Overview

  • Minors under 18 are restricted citywide from 11 p.m. to 6 a.m. nightly through Nov. 5 under Mayor Muriel Bowser’s limited curfew.
  • Chief Pamela A. Smith designated Special Juvenile Curfew Zones at Navy Yard, the U Street Corridor, Union Station, and Banneker Recreation Center where enforcement can start at 6 p.m.
  • On the first night, MPD reported 18 curfew stops, including 14 teens cited near 14th and U Street NW, with additional encounters in Navy Yard and later along U Street.
  • The curfew follows a Halloween-night disturbance near Navy Yard that drew several hundred youths and led to multiple arrests, including an 18-year-old and several juveniles on charges such as a prohibited weapon, affray, resisting arrest, and public marijuana use.
  • MPD deployed alongside Metro Transit Police, U.S. Capitol Police, National Guard personnel, and a federal task force; officials emphasize protective enforcement, with reported penalties for violations including fines up to $300 or up to 10 days in jail.
