D66, VVD and CDA to Form Minority Cabinet, Start Talks for Support

Leaders plan to govern without a majority by negotiating opposition support per bill.

Overview

  • Rob Jetten announced the trio will govern together after talks in Hilversum and has invited faction leaders to discuss cooperation.
  • The three parties control 66 seats in the Tweede Kamer, so they must assemble ad hoc majorities for laws and navigate separate Senate support.
  • VVD preferred involving JA21, but Jetten ruled it out; JA21 leader Joost Eerdmans called the lack of talks a missed opportunity.
  • An EenVandaag poll of more than 20,000 panel members found roughly two-thirds of D66, CDA and VVD voters accept a minority cabinet despite doubts about decisiveness.
  • CDA leader Henri Bontenbal said the setup requires a new political culture treating opposition as equal partners, and a constitutional law scholar warns budget deals will be the toughest to secure.
