Cruise Ships Dock in Belém to Serve as Floating Hotels for COP30

Brazil is using two transatlantic liners as overflow lodging, with security screening and dedicated shuttles preparing them for COP30 guests.

Overview

  • MSC Seaview and Costa Diadema are berthed at the Terminal Portuário de Outeiro to host delegations during COP30 from November 10 to 21.
  • The ships add about 3,900 cabins with capacity for up to roughly 6,000 beds, and the federal government reports about 1,700 berths already reserved.
  • Under UNFCCC guidance, Embratur selected Qualitours via a public call to contract the vessels and commercialize cabins, with prioritized allocations for 73 countries and daily rates capped at up to US$200 for those allocations.
  • Federal Police launched two days of immigration processing for crews and remaining passengers and are issuing port passes through the ‘Porto Sem Papel’ system.
  • Authorities set up controlled access with X‑ray screening and a shuttle plan using 50 vehicles to connect the port to COP’s 24‑hour transport network, targeting a 30‑minute trip to the Blue Zone.
