Critical PHP Flaw Forces Japanese Local Governments to Take Web Services Offline

Widespread use of PHP in municipal web systems led authorities to shut services for inspection and patching to prevent data breaches.

Overview

  • Following the PHP project's public disclosure on Oct. 21, prefectural and municipal IT teams launched emergency checks and began applying fixes to vulnerable systems.
  • The Tokyo Metropolitan Government reported it is monitoring systems through its Cybersecurity Center, applying patches, and temporarily stopping some citizen-facing services while no damage has been confirmed.
  • Shiga Prefecture suspended 69 web systems, including some school sites, as a precaution and restored search and library services on Oct. 22 after safety checks.
  • Mie Prefecture took 26 sites offline, including its library search and a public-records file index, and said no information leaks have been found as it sequentially reopens services after verification.
  • Residents have faced temporary loss of inquiry forms, library apps, garbage booking, facility reservations and disaster-app functions, and authorities warn full recovery depends on how quickly patches reach many small local systems.
