Crime Intelligence Chief Alleges Senior SAPS Officers Tied to Cartels as PKTT Fallout Deepens

  • Lt-Gen Dumisani Khumalo testified to the Madlanga Commission that Lt-Gen Shadrack Sibiya, Maj-Gen Richard Shibiri, Brig Mbangwa Nkhwashu and Capt Makgotloe are working with criminal cartels.
  • Khumalo told the commission that Senzo Mchunu pressed for an immediate shutdown of the PKTT and said President Cyril Ramaphosa agreed with disbanding the unit.
  • Firoz Cachalia told Parliament he still sees no sound reasons for the shutdown and is considering National Commissioner Fannie Masemola’s recommendation to reestablish and nationalise the PKTT.
  • Cachalia criticized Masemola for publicly announcing that 121 PKTT dockets had been returned to KwaZulu-Natal before he provided the report the minister requested.
  • Khumalo said he declined to act on a disbandment directive from suspended deputy national commissioner Sibiya because he believed Sibiya lacked authority to issue it.
