CPS Charges Manchester Man Over Alleged Defence-Site Reconnaissance for Synagogue Attacker

Prosecutors say the evidence supports four counts brought after a Counter Terrorism Policing North West inquiry.

Overview

  • Mohammad Bashir, 31, is charged with one count of preparation for terrorist acts and three counts of transmitting terrorist publications.
  • Prosecutors allege he drove Jihad Al-Shamie to a UK defence location on 14 August 2025 to conduct hostile reconnaissance.
  • The dissemination charges relate to sharing ‘The Book of Jihad’ on 8 Nov 2024, ‘Obstacles in the Path of Jihad’ on 15 Dec 2024, and ‘Virtues of Martyrs’ on 18 Dec 2024 in a WhatsApp group.
  • Authorities say the charges are not directly linked to the 2 October Heaton Park Hebrew Congregation attack, for which Bashir was released without charge.
  • He was arrested on 27 November at Manchester Airport, remanded in custody, and is due at Westminster Magistrates’ Court on 5 December as the wider investigation continues into the attack that killed Melvin Cravitz and Adrian Daulby.
