Courts Order Pretrial Detention for Two District Chiefs in Bribery, Land-Abuse Cases

The detentions mark a coordinated push coupling criminal probes with asset-recovery suits.

Overview

  • Yuri Namliev, head of the Luga district in Leningrad Region, was charged with taking a 1 million ruble bribe under p. “v” part 5 art. 290 of the Criminal Code and remanded by a St. Petersburg court.
  • Investigators allege the payment was routed via an intermediary in August 2024 for favorable treatment in municipal contracting, and they conducted searches at district offices and residences.
  • The courts also ordered custody for Vladimir Fedotov, identified by investigators as the intermediary and CEO of Zenit-Group, on charges linked to transmitting the bribe.
  • Separately, Sergey Les, head of the Krymsky district in Krasnodar Territory, was arrested on charges of abuse of office under part 3 art. 33 and part 3 art. 285 and will remain in custody until November 29, 2025.
  • Prosecutors previously filed a September 26 civil claim seeking recovery of land allegedly acquired with unconfirmed income in the Kuban case, with searches carried out the same day as part of the ongoing investigation.
