Court Orders Buenos Aires to Restore Cartoneros Transport as City Plans Appeal

The precautionary ruling followed an amparo by recycling cooperatives, with the city restoring service on a temporary basis.

Overview

  • The Contencioso Administrativo y Tributario Court No. 12 granted a precautionary measure ordering the reinstatement of transport for recyclers traveling from the Conurbano to the capital.
  • The city said it will comply for now and reestablish the service while appealing the decision, with Jorge Macri calling the ruling an unreasonable imposition on residents.
  • Authorities argued they halted financing in July to correct inequities and save funds, estimating the transport cost at about 6,000 million pesos per year.
  • City officials say 6,000-plus recuperadores work in 12 cooperatives and that prior benefits concentrated in groups linked to Juan Grabois, including Amanecer de los Cartoneros, Madreselvas, Recuperadores Urbanos del Oeste and Cartonera del Sur.
  • In 2025 the administration shifted to direct payments via Banco Ciudad and introduced biometric attendance controls to improve transparency, reporting a 45% rise in discounts for unjustified absences in the first month, as protests and church backing for workers intensified.
