Court Orders 24 Months’ Preventive Detention for Ciro Castillo, Activates National and International Capture

  • Judge Edie Walther Solórzano Huaraz of Callao’s 11th Preparatory Investigation Court issued the order after more than ten days of hearings in the case known as “Los socios del Callao.”
  • The decision also imposes preventive detention on eight additional suspects linked to the alleged network under investigation.
  • Prosecutors accuse Castillo of leading a criminal organization and aggravated collusion tied to 63 directed contracts totaling about S/1.461 million between January 2023 and February 2024.
  • Castillo has been at large since mid-December 2025, and the court instructed police to locate and arrest him at the national and international levels.
  • During the proceedings, the judge publicly recorded an improper phone call from a relative of accused Jimmy Alexander Whu Cárdenas and said he would refer the matter to the National Police for investigation.
