Court of Appeal to Weigh Increase of Teen’s Manslaughter Term for Leicester Park Killing

Lucy Rigby has referred the seven-year detention as unduly lenient ahead of a hearing that will also consider the teenager’s appeal.

Overview

  • On August 13, the Court of Appeal will decide whether to extend the 15-year-old’s seven-year detention for manslaughter and hear his challenge to the sentence.
  • The Attorney General’s Office announced in July that Solicitor General Lucy Rigby referred the boy’s sentence under the unduly lenient scheme.
  • Susan Kohli has urged the Independent Office for Police Conduct to re-examine delayed arrests after learning police identified the suspects weeks before the fatal assault.
  • Leicestershire Police say the IOPC found no misconduct and they have since improved recording and tagging of anti-social behaviour alongside community surveys, school outreach and patrols.
  • The boy was convicted of manslaughter in June and given seven years’ detention, while a 13-year-old girl received a three-year youth rehabilitation order for filming the attack.
