La Cour des comptes a estimé jeudi 19 juin 2025 que les Restos du Cœur auraient pu « mobiliser de façon plus significative » leurs « réserves de précaution « avant de solliciter le concours du public et surtout le soutien des pouvoirs publics ».

Overview

  • The Cour des Comptes’ June 19 report concluded Restos du Cœur could have deployed its precautionary reserves more substantially to absorb economic and social shocks in 2023 before appealing to donors and government.
  • At the end of 2023, Restos du Cœur held reserves equal to six months of operations after state aid and private contributions exceeded their initial projections.
  • The association distributed 163 million meals during the 2023–2024 campaign while tightening eligibility criteria, which left 110,000 people unable to receive assistance.
  • The audit court praised the charity’s overall governance but advised the state to calibrate future subsidies in line with its healthy reserve levels.
  • In a parallel review, the report flagged organizational shortcomings at the Fédération française des banques alimentaires, including unspent budgets and poor subsidy tracking, despite its network serving 224 million meals in 2023.
