Councils Across England Activate Cold-Weather Protocol for Rough Sleepers

The emergency measures relax eligibility rules to get people into shelter during freezing nights.

Overview

  • Bolton has triggered SWEP and installed heated sleeping pods near the town centre to provide immediate refuge as temperatures fall below zero.
  • Sussex authorities, including Brighton and Hove, Adur and Worthing, and Arun, have activated SWEP, with Arun’s measures running from November 19 at 7pm to November 22 at 8am.
  • North East Lincolnshire has put SWEP in place through the end of March and is working with Harbour Place to offer beds and welfare checks for people still on the streets.
  • Nuneaton and Bedworth say the protocol is triggered at 0°C or below for three consecutive nights and allows support for people who might not normally qualify, with partners such as Doorway, P3, the Salvation Army and St Basils.
  • Councils urge the public to report sightings via Streetlink as outreach teams, including Change Grow Live, connect people to emergency accommodation, food and follow‑on housing advice while stressing SWEP is a short‑term safeguard rather than a permanent solution.
