Council of Ministers Reviews Italy’s First National Pool Safety Bill

Overview

  • The Council of Ministers began examining the bill on July 30 to establish a single regulatory framework for pool health and safety across Italy.
  • New domestic pools would be required to install lifesaving rings, non-climbable barriers or rigid covers and maintain an EU-standard first-aid kit.
  • All pools must launch self-control plans mandating scheduled water quality analyses, equipment maintenance and nonconformity management overseen by regional authorities.
  • The proposal divides pools into public Category A facilities, which must have lifeguards on duty and defibrillator-equipped first-aid rooms, and private Category B installations.
  • Operators failing to meet reporting, hygiene or safety-device obligations face administrative fines from €500 up to €6,000, with rules limited to pools constructed post-enactment.
