Coquerel Says Thousands of Wealthy Pay 'Ridiculous' Income Tax After Bercy Review

The government's proposed holding-tax remains stalled pending a 2026 budget vote.

Overview

  • After consulting DGFiP documents at the Finance Ministry, Éric Coquerel reported that several thousand, possibly several tens of thousands, of affluent taxpayers pay very low income tax relative to their wealth.
  • Coquerel said he could not confirm Éric Lombard’s precise claim that thousands have a revenu fiscal de référence of zero, citing limits in the materials he viewed.
  • Public Accounts Minister Amélie de Montchalin reiterated that no list of named taxpayers with very low reference income exists at Bercy while acknowledging such optimization occurs.
  • Montchalin again backed a "holding tax" targeting income retained in holding companies, a measure that cannot take effect without an approved 2026 budget.
  • The holding-tax’s expected yield has been revised from €1 billion to about €100 million after Senate review, and the measure was dropped in at least one National Assembly scenario as committees seek further documents.
