Connecticut Enshrines Water Fluoridation as Other States Ban Additives

Responding to HHS Secretary Robert F. Kennedy Jr.’s effort to withdraw CDC fluoridation guidance, lawmakers passed a law to lock in a 0.7 mg/L fluoride standard.

New recommendation: Tap water, which has fluoride that is good for teeth, is better.

Overview

  • The law requires large public water systems to maintain an average fluoride concentration of 0.7 mg/L and removes the requirement to follow federal HHS recommendations.
  • RFK Jr. has ordered the CDC to stop endorsing community water fluoridation and asked the EPA to reassess the safety of fluoride additives.
  • Florida and Utah implemented statewide bans earlier this year, and more than 19 states have introduced measures to ban, remove or make fluoride optional in drinking water.
  • Major health bodies including the World Health Organization, CDC and American Dental Association continue to endorse fluoridation as a safe, cost-effective way to reduce dental decay by about 25 percent.
  • A 2024 NIH toxicology report found moderate evidence linking high fluoride exposures to lower IQ in children, though those risks were observed at levels exceeding the recommended limit.
