Overview
- The Comisión de Acusaciones Constitucionales voted to admit Denuncia Constitucional N.° 9-2026-2031 against Elvis Hernán Vergara after a qualification report found the petition met formal and procedural requirements.
- The complaint, filed by former congressman Jorge Luis Flores Ancachi, accuses Vergara of omission and abuse for failing to promote debate and votes on Ethics Committee sanctioning reports and cites possible violations of specific constitutional articles and Penal Code articles on abuse of authority and omission of official acts.
- The commission applied Reglamento articles 176 and 177 when determining the complaint was procedurally proper, with the vote recorded as 18 in favor during the session reported Wednesday.
- In the same session the panel archived two other complaints for improcedencia or prescription and declared the five‑year caducity of the prerrogativa funcional for former president Francisco Sagasti and ex‑minister José Elice because the statutory period since their departure had elapsed.
- The commission agreed to present its final report on the separate Pedro Castillo–Walter Ayala case to the Plenary for debate scheduled for October 29, 2026, and the Vergara file will now follow the committee’s normal inquiry, evidence and reporting stages that can lead to plenary consideration.
