Congressarians Present Amnesty Bill for Pedro Castillo and Protesters

Backers say the measure seeks pacification by ending prosecutions and penalties tied to the 2021–2022 political crisis.

Overview

  • Lawmakers led by Catherin Palomino formally filed the amnesty bill on Saturday, Oct. 31, 2026, with reported coauthors from Juntos por el Perú and the Obras bloc.
  • The draft creates two amnesty scopes: one for acts related to Castillo’s Dec. 7, 2022 message and a second covering protest-related acts from July 28, 2021 through the day before the law takes effect.
  • If applied, the bill would extinguish criminal actions and sentences, order definitive case closures and lift detention orders, preventive detentions and arrest warrants for the covered acts.
  • The proposal names explicit beneficiaries including Pedro Castillo, Betssy Chávez, Aníbal Torres and Willy Huerta while excluding grave crimes such as deaths, sexual violence, torture, trafficking and crimes by security forces.
  • Authors invoke the UN Working Group opinion that called Castillo’s detention arbitrary and say the law aims for reconciliation, but constitutional experts warn it could be seen as political impunity and will prompt immediate legal and public debate.
