Congress Stalls Betssy Chávez Disqualification Report as She Sets Sights on Presidency

Chávez presents her ambitions as a longer-term project after saying current rules keep her out of 2026.

  • Peru’s Comisión Permanente has held a final report on Betssy Chávez for 74 days without debate or a vote.
  • The Subcomisión de Acusaciones Constitucionales approved the report on July 1 recommending a 10-year ban for her role in Pedro Castillo’s Dec. 7, 2022 message, passing 12–3 with 2 abstentions.
  • The file was sent on July 10 by then subcommittee chair María Acuña to congressional leader Eduardo Salhuana, and by procedure must be decided in the Comisión Permanente before reaching the Pleno.
  • If Congress ultimately approves the recommended inhabilitación, Chávez would be barred from running for elected office, following the precedent applied to Martín Vizcarra.
  • After leaving prison, Chávez declared she will become president, acknowledged she cannot run in the next election under the current timetable, and said she is forging alliances with Juntos por el Perú and Roberto Sánchez.
