Congress Launches Nationwide Campaign Against New Rural Jobs Law Replacing MGNREGA

Opposition leaders say the Viksit Bharat law removes a statutory job right by centralising allocations, shifting costs to states, converting demand into supply.

Overview

  • Parliament cleared the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) during the winter session and President Droupadi Murmu has given assent, putting the law into effect.
  • At a Congress Working Committee meeting in New Delhi, Mallikarjun Kharge urged a nationwide public campaign and compared the move to the withdrawn farm laws as the party finalises its action plan.
  • The new statute pledges 125 days of work but introduces a 60:40 Centre–state funding split and removes Mahatma Gandhi’s name, changes the Congress argues weaken the original scheme.
  • Karnataka minister Priyank Kharge cited Sections 4–5 that empower the Centre to set state-wise allocations and notify covered areas, saying this ends the demand-led guarantee and curtails Panchayat authority.
  • Kharge also flagged the Special Intensive Revision of electoral rolls as a serious threat to democratic rights, linking the issue to the party’s mobilisation before upcoming state elections.
