Congress Extends Two Provisional Measures for 60 Days

Congress extended MPs 1.359 and 1.360 to keep new taxi credit lines and relaxed motorcycle rules in force while committees prepare votes on making them permanent.

  • MP 1.359 would allow financing under the Move Brasil program of up to R$30 billion, with loans administered through the Ministry of Finance and BNDES as the agent and with offers of up to R$150,000 for eligible new vehicles.
  • Medida Provisória 1.360/2026 stays in force and changes the Código de Trânsito Brasileiro and Lei 12.009/2009 by removing the 21-year age minimum and mandatory specialist course and by requiring only category A or ACC driving authorization for paid motorcycle transport.
  • The extensions reset the constitutional countdown but do not make the rules permanent; the Câmara and Senado must still approve the texts or Congress will need to issue decreto legislativo to regulate effects if the MPs lapse, and the Diário Oficial also recorded MP 1.361/2026 opening R$75.3 million and confirmed the expiry of MP 1.337/2026.
