Overview

  • The Comisión de Reglamento ratified reforms on July 17 with support from PSOE, PNV, Sumar, EH Bildu and other governing parties, leaving only PP and Vox in opposition
  • The overhaul establishes a code of conduct and classifies minor, serious and very serious infractions that can trigger temporary or permanent withdrawal of press credentials
  • Under the new rules, the Mesa del Congreso will administer procedures to grant, suspend and revoke journalist accreditations under broadly defined terms
  • PP and Vox labeled the measures an inquisitorial process and had their unrelated amendments on the State of the Nation debate and co-official languages ruled inadmissible
  • A parallel amendment rewrites the Reglamento using gender-inclusive language, eliminating generic masculine forms and introducing terms like “diputadas”
