Overview
- The Conselho Nacional de Política Fazendária published the PMPF table in the Diário Oficial on Friday, Sept. 25, 2026, and the values take effect on Oct. 1.
- The update was formalized as Ato Cotepe/PMPF nº 26 and uses data sent by states under Convênio ICMS nº 110/2007 to set reference prices for QAV, hydrated ethanol, GNV, GNI and fuel oil.
- The published values show wide regional differences, for example São Paulo has the lowest ethanol reference at R$3.77 per liter while Amapá has the highest at R$5.81 per liter, the Federal District lists GNV at R$6.78 per m³ versus R$3.38 per m³ in Amazonas, and kerosene references range from R$8.02/L in Minas Gerais to R$9.82/L in Tocantins.
- Confaz stressed that PMPF numbers are fiscal reference figures used to calculate the ICMS tax base and do not automatically match retail pump prices, which remain driven by market costs and individual station pricing.
- Changes to the PMPF will alter the statutory tax base and could affect state tax revenue and dealer margins, so monitor whether states adjust their ICMS rules or retailers change posted prices in response.
