Coalition of Former Electoral Officials Unveils Second Communiqué, Sets Six Principles for Mexico’s Reform

Overview

  • The #ConsensoElectoral initiative, formed by ex IFE/INE presidents, ex consejeros, magistrates, academics and public figures, responded to the Presidential Commission on Electoral Reform with a demand for broad, transparent deliberation.
  • A second communiqué published on August 25 gathered roughly 268–270 signatories and launched an online petition to expand public backing for an inclusive national debate.
  • The group’s six principles include stronger political representation, autonomous electoral bodies, effective party oversight, and merit-based judicial appointments to ensure independence.
  • They propose that electoral counselors and magistrates be appointed by the Congress of the Union rather than by popular vote to prioritize experience, impartiality and technical capacity.
  • Former IFE president Leonardo Valdés urged respectful citizen participation, called for wide consultation, and outlined plans for academic forums that can feed proposals into the commission’s work.
