CNBV Confirms Eight Systemic Banks and Sets Extra Capital Buffers

Regulators require higher capital buffers so lenders can absorb losses to protect the financial system.

Overview

  • The CNBV's Board ratified the 2026 list on May 22, 2026, naming BBVA, Santander, Banorte, Citi, Banamex, Scotiabank, HSBC and Inbursa as locally systemic banks.
  • The authority assigned graded capital add-ons to strengthen loss-absorption: BBVA (grade IV) +1.5 percentage points, Santander (III) +1.2 p.p., Banorte (II) +0.9 p.p., and Citi, Banamex, Scotiabank, HSBC and Inbursa (I) +0.6 p.p. each.
  • The 2026 update lists Citi and Banamex separately following their operational separation, which changed how each institution is measured for systemic importance.
  • Data used for the review came from banks' year-end 2025 financials and capital positions as of March 2026, and the eight banks reported capital levels above the new requirements at the most recent cutoffs.
  • Under Mexico's framework banks must meet a minimum capital ratio and a general conservation buffer and face supervisory action if total capital falls below 10.5%; deposits are covered by IPAB insurance up to 400,000 UDIS which protects everyday savers.
