CJI Gavai Unveils Tribunal Reform Push at CAT Meet, Citing Backlog and Routine Appeals

He urged creation of a central body to screen government appeals to cut delays.

Overview

  • More than one lakh cases are pending before the Central Administrative Tribunal even as its cumulative disposal stands at 9.03 lakh out of 9.72 lakh filings, a 92.89% rate since 1985.
  • Gavai called for a centralized tribunals data platform on the lines of the National Judicial Data Grid to improve transparency, comparability and easy case tracking.
  • He pressed for regular training, workshops and uniform eligibility and conduct standards so administrative members gain legal reasoning skills and judicial members understand public administration.
  • The CJI cautioned that some non‑judicial members, often ex‑bureaucrats, are reluctant to pass orders against the government and asked them to reflect on that tendency.
  • He sought better service conditions and a uniform appointment process to attract top talent, as Union ministers at the conference echoed the need to curb routine departmental appeals that prolong litigation.
