STF Orders Vorcaro’s Preventive Arrest in New Compliance Zero Sweep, Freezing Up to R$22 Billion

The move marks the first major step by the case’s new relator, who said the group posed an immediate risk to the investigation.

Overview

  • Federal Police detained Daniel Vorcaro at his home in São Paulo and arrested three alleged associates — Fabiano Zettel, Luiz Phillipi Mourão and Marilson Roseno da Silva — while executing 15 search warrants.
  • Minister André Mendonça also ordered the removal of Banco Central officials Paulo Sérgio Neves de Souza and Belline Santana from duties and authorized asset seizures and blocks capped at R$22 billion.
  • Investigators cite messages indicating a unit called “A Turma” monitored and intimidated perceived adversaries and accessed restricted PF, MPF and even FBI and Interpol systems to obtain confidential data.
  • Mendonça rejected the Prosecutor-General’s request for more time, citing urgency based on risks of interference and threats, as the defense for Vorcaro denied the allegations and asserted cooperation.
  • The minister later approved transferring the four detainees from PF facilities to state penitentiaries, and a Senate CPI session that had planned to hear Vorcaro and Zettel was canceled.
